The Role

At the heart of a high-performing rail network is the ability to recruit the right people, at the right time, to keep services moving safely and efficiently. This role plays a critical part in ensuring recruitment delivery across the transport network is both timely and robust, directly supporting operational continuity and preventing service disruption caused by workforce gaps.

To support the delivery of the organisation's career and talent management strategy, the role focuses on attracting, assessing and onboarding the highest quality talent, ensuring recruitment processes are aligned to business needs and workforce planning priorities.

Role Responsibilities

  • Lead and manage the delivery of end-to-end recruitment campaigns across the rail network, ensuring hiring activity is completed on time to support operational requirements and minimise any impact on service delivery
  • Work closely with senior stakeholders and hiring managers to understand workforce demands, providing expert guidance and constructive challenge to ensure effective, fair and informed recruitment decisions
  • Design and implement innovative, customer-focused recruitment processes, including the creation and delivery of bespoke assessment centres tailored to evaluate key competencies for both specialist and safety-critical roles
  • Proactively manage talent pipelines and resourcing strategies, including headhunting for hard-to-fill roles, to ensure a consistent supply of high-quality candidates
  • Oversee the onboarding process for all new starters, ensuring full compliance with UK legislation and industry-specific requirements, while maintaining accuracy within HR systems
  • Drive continuous improvement across recruitment processes, identifying opportunities to enhance efficiency, candidate experience and quality of hire
  • Coach and support hiring managers on best practice recruitment, reinforcing adherence to legal, regulatory and organisational standards throughout the selection process

Who we're looking for

We're looking for someone who as a minimum holds a recognised psychometric testing qualification; BPS Level A and B (Levels 1 and 2), covering personality and ability assessment.

Ideally, candidates should also be trained in the rail industry specific RSSB Multi-Modal Interview (MMI) methods and paper-based assessment, or demonstrate a willingness to undertake this training. These qualifications and training are essential to support the safe and effective assessment of candidates for safety-critical roles, including train drivers. We're also looking for someone with;

  • Demonstrable experience of delivering end-to-end recruitment processes. 
  • Experience of designing and delivering innovative recruitment solutions  
  • Experience of proactively resourcing or headhunting specialist roles. 
  • Ability to write compelling and accurate job descriptions.
  • Experience of making improvement to recruitment processes. 
  • Experience of challenging decision makers and Hiring Manager on recruitment decisions. 
  • Willingness to travel across the TfW network to deliver assessment centres

Welsh Language Skills

While not essential for this role, Welsh language skills would make a great addition to your application.
