The Role
The Digital Finance Transformation Lead is responsible for programme management to ensure the delivery of the end-to-end digitalisation of Transport for Wales' finance and governance function. The role provides leadership across transformation programmes, leads system discovery and administration, create and own programme plans with the PMO, and partners with the Finance Transformation Capability Lead to standardise, optimise, and digitise finance processes. The postholder maintains the multi-year horizon plan, ensuring TfW's finance function evolves toward a resilient, automated, insight-driven future state. The role requires strong programme delivery expertise and stakeholder engagement skills
Role responsibilities
- Lead the Digital Finance Strategy & Horizon Plan: Lead the organisation's digital finance strategy and maintain the multi-year horizon plan. Working with the Hed of Finance & Governance, conduct horizon scanning, assess emerging technologies, and translate strategic priorities into a structured roadmap aligned with the Global Process Owner. To ensure TfW builds a future-ready, automated, insight-driven finance function that supports long-term organisational goals.
- Lead Programme Management for Finance Transformation: Provide end-to-end programme management for the finance transformation portfolio. Establish governance frameworks, manage RAID, coordinate cross-functional workstreams, and oversee vendors and delivery partners. Work closely with the Dynamics 365 lead to plan, sequence, and deliver ERP programme activities. To ensure the ERP-enabled transformation delivers measurable improvements in efficiency, control, and service quality while maximising public value.
- Partner with the Finance Transformation Capability lead and D365 Leads on Process Design: Collaborate to define, standardise, and optimise end-to-end finance processes and non finance systems interfaced integrations. Co-develop global process standards, taxonomies, and documentation, ensuring alignment across regions, systems, and governance structures. To embed consistent, scalable, and efficient processes that support compliance, digital enablement, and organisational performance.
- Lead System Discovery & Future-State Design: Lead structured system discovery and solution design activities. Facilitate workshops, capture requirements, evaluate digital tools, and develop solution blueprints and data models. Work directly with the Dynamics 365 Solution Lead to validate feasibility, integration patterns, and design decisions. To ensure future-state systems and processes are designed around business needs, control requirements, and digital best practice.
- Own System Administration & Governance: Act as systems administration owner for key finance systems such as Dynamics 365 Finance, Budget & forecasting tools, GRC Tools. Manage configuration, access, controls, release cycles, testing, documentation, and system governance. Partner with the Dynamics 365 Leads to ensure system changes align with process standards and programme priorities. To maintain system stability, strengthen internal controls, and ensure continuous improvement across the digital ecosystem.
Who we're looking for
- Demonstrable experience in leading digital financial governance and control functions within a complex, regulated environment.
- Proven ability to analyse, develop, and implement digital business processes and best practice frameworks, ensuring efficient and effective financial and governance operations aligned with organisational goals.
- High level of proficiency in digital financial management, risk management, and compliance frameworks.
- Knowledge of digital financial systems integration, particularly within Dynamics 365 Finance Operations ERP system or similar environments.
